History

The design for Lake Padgett Estates (LPE) was conceived in the late 1960’s by Developer DeCarr Covington who owned the property.  Covington Properties was formed to develop the areas currently known as Lake Padgett Estates, Lake Padgett Estates South, and Lake Padgett Estates East.  The scope of the development was so large that Covington Properties began by developing the area in smaller subdivision sections.  In the end, the area now known as Lake Padgett Estates contained 21 smaller subdivisions.  (See the map for further information in the subdivision boundaries.)

At the time of Lake Padgett Estates’ development, Homeowners' Associations regulated by the Florida Statutes did not exist and a volunteer Civic Association was formed to assist the residents in managing the subdivision.  By the time Lake Padgett Estates East (LPE East) was under development, the Florida Statutes recognized the need for Homeowners’ Associations and their regulation.  The area known as LPE East was also developed using a Road and Bridge District and Water and Sewer District.  The area known as Lake Padgett Estates South does not have a Homeowners' Association but is part of the Road and Bridge District as well as the Water and Sewer District.  (Please note that Lake Padgett Estates has County maintained roads and is on individual wells and septic tanks.) Ultimately, Mr. Covington experienced financial difficulty and defaulted on his many projects. 

The Lake Padgett Estates Civic Association sprung into action and decided to form a Municipal Services Taxing Unit under the Florida Statutes to manage the recreational facilities within their boundaries.  Pasco County accepted the recreation properties and formed an Advisory Board.  In 1999 a few residents discovered the properties were not securely held for the sole benefit of Lake Padgett Estates residents and after many meetings with the County it was agreed that the residents should seek a special district through the Florida Legislature. 

In 2006, the MTSU was dissolved and the Governor approved Florida Senate House Bill Number 479 establishing Lake Padgett Estates Independent Special District (LPEISD).  Lake Padgett Estates ISD today is comprised of approximately 775 acres with 1,059 residents in Land O Lakes, Florida (Pasco County). 

Through the years there have been many forms of communication with the residents, this website being the newest version.  The first newsletter was the Lake Padgett Log which was followed up with the Pony Ex-Press published monthly by the Lake Padgett Estates Riding Club in the 1980’s and the Lake Padgett Ski Line published monthly by the Lake Padgett Ski Club also in the 1980’s.
